NEW:  2007 Cabinet Committee Report on Electricity Generation

The document below represents the full text of a committee report chaired by Mallam Nasir El-Rufai which was presented to President Obasanjo in April 2007 on the status of the electric power sector in Nigeria. During the three months duration of the Committee, we raised actual generation from 1550MW to 3200MW, and had 10,000MW on course to be achieved by December 2007.  Sadly, we are now back to generating about 1500MW, meaning there has been no improvement in Nigeria’s power sector in the past five years.

2012 BUDGET DOCUMENTS:  In January 2012, the Finance Ministry and Budget Office had the audacity to remove from public access the full documentation of the 2012 Budget Proposals by the Federal Government of Nigeria.  It is our view that citizens have a right and duty to transparency in public affairs, and should be allowed full and clear access to any information regarding budgets and fiscal policy of their government.  Further, this sudden removal appears designed to conceal cases of waste and even corruption in some of the budget’s more disproportional and inflated allocations.  In view of the importance of full access to these public documents, we are posting directly all copies of the 2012 Budget Proposal below:

ID CARD POLICY:  A recent subject of debate in Nigeria has been rehashing the origins of the National ID Card program.  As part of our ongoing efforts to provide readers with the basic facts and raw data to judge for themselves, below is a copy of the 2006 full report and recommendations by the National Committee on the Harmonisation of ID Cards.

Below is a copy of the status report from the Bureau of Public Enterprises of Nigeria from June 2003, summarizing the activities of the agency in the last period under Nasir El-Rufai’s tenure before he moved on to become the Minister of the Federal Capital Territory of Abuja.  Opponents of El-Rufai have repeatedly issued misinformation regarding the privatization process at BPE, which is why it is important that we make all the relevant documents available for the people to see the truth behind the attacks.

NEW: Below is a copy of the presentation given by the BPE during the Presidential Review of the Privatization Programme in 2001 under the guidance of Nasir El-Rufai. The facts contained in these documents directly contradict many of assumptions held by some members of the Senate.

The next document is his last progress report to the President and National Council on Privatization in May 2003, weeks before he was nominated to be Minister of FCT.  We have decided to make this information public so that all Nigerians can see the facts for themselves and make up their own minds.

    EL-RUFAI, I have never met you in person, but I have not seen a man like you especially from the Hausa-Fulani stock where you come from so knowledgeable, so focused and organized like your humble self.     Dear Mallam Rufai,
    I commend you for your fearless crusade on removing the wool from the eyes of Nigerians otherwise covered by people like you in corridors of power.
    I’ve been admiring your transparency when you enlighten us on privatisation of public companies. The simple logic you gave on that day swayed me to the side. You explained that public companies are run with public fund with the directors nd snr mgt enjoying perquisites of office yearly without improving output of the company. But if privatized, ordinary citizens can own the company thru shares nd if properly run will benefit the new owners nd their children what otherwise would ve been for a priviledged few chosen by the Govt.
