Primary Resources

On this page of El-Rufai.org we intend to feature a number of primary documents so the public can be fully aware of what really happened (and did not happen) throughout the tenure in public service of Mallam Nasir Ahmad El-Rufai.

NEW:  2007 Cabinet Committee Report on Electricity Generation

The document below represents the full text of a committee report chaired by Mallam Nasir El-Rufai which was presented to President Obasanjo in April 2007 on the status of the electric power sector in Nigeria. During the three months duration of the Committee, we raised actual generation from 1550MW to 3200MW, and had 10,000MW on course to be achieved by December 2007.  Sadly, we are now back to generating about 1500MW, meaning there has been no improvement in Nigeria’s power sector in the past five years.

2012 BUDGET DOCUMENTS:  In January 2012, the Finance Ministry and Budget Office had the audacity to remove from public access the full documentation of the 2012 Budget Proposals by the Federal Government of Nigeria.  It is our view that citizens have a right and duty to transparency in public affairs, and should be allowed full and clear access to any information regarding budgets and fiscal policy of their government.  Further, this sudden removal appears designed to conceal cases of waste and even corruption in some of the budget’s more disproportional and inflated allocations.  In view of the importance of full access to these public documents, we are posting directly all copies of the 2012 Budget Proposal below:

ID CARD POLICY:  A recent subject of debate in Nigeria has been rehashing the origins of the National ID Card program.  As part of our ongoing efforts to provide readers with the basic facts and raw data to judge for themselves, below is a copy of the 2006 full report and recommendations by the National Committee on the Harmonisation of ID Cards.

Nigeria National Id Card Report 2006

Below is a copy of the status report from the Bureau of Public Enterprises of Nigeria from June 2003, summarizing the activities of the agency in the last period under Nasir El-Rufai’s tenure before he moved on to become the Minister of the Federal Capital Territory of Abuja.  Opponents of El-Rufai have repeatedly issued misinformation regarding the privatization process at BPE, which is why it is important that we make all the relevant documents available for the people to see the truth behind the attacks.

BPE Status Report – June 2003

NEW: Below is a copy of the presentation given by the BPE during the Presidential Review of the Privatization Programme in 2001 under the guidance of Nasir El-Rufai. The facts contained in these documents directly contradict many of assumptions held by some members of the Senate.

Presidential Review of the Privatization Programme – Bureau of Public Enterprises of Nigeria

The next document is his last progress report to the President and National Council on Privatization in May 2003, weeks before he was nominated to be Minister of FCT.  We have decided to make this information public so that all Nigerians can see the facts for themselves and make up their own minds.

All I can say is that El-Rufai is using all these to campaign for 2015 presidential election, if not why didn’t he say all these when he was in power and resign, Nigerians don’t be fooled El-Rufai is not a faithful fellow. If he has the masses in mind he would have made these public 5 or 6 years ago

No one has at yet been able to refute the claims of Mr El-rufai. All these accusations that it is geared towards a political future is, in my view, quite baseless. We ought to unite and present a common front while tackling corruption and inefficiency in governance. To say that the Obj led administration and this present one is comparable is nothing short of a fallacy. I don’t hold the Mallam in such high esteem as to consider him a saint and I’ll advice him to own up to the errors of his office and the administration he served under as well, this will assure many of your credibility and objectivity.

How many of our politicians can openly declare informations like this? This shows how much freedom el-rufai has with his conscience. Ride on Sir…….2015 will surely be different.

I read your column today titled “Budget 2012- Broke Country, Expensive Leaders” and, as always, was impressed with your analysis of the issues involved. You never fail to brighten my Fridays. The role of a gadfly which you have chosen to play now that you are out of office, coupled with your impressive record as FCT Minister give hope to some of us that somewhere in the dark cloud, there is a silver lining. God bless you.

Mallam Nasir, as a Nigerian who is passionate about the progress of this country, I wish to commend you for the huge contributions you are making to the enrichment of information, in order to broaden our democratic space. I urge you not to be deterred by a minority section of the Nigerian public who, due to years of misrule have even lost their sense of rational thinking. Your approach is no doubt refreshing, in the sense that it gives us hope that with awareness, we can roundly defeat the forces of ignorance that have taken over the country.

Fire on, you have the full support of the ever rising intellectual community of Nigerians. Those of us who believe in the issues and reject all the imaginary divisions of North & South, Islam & Christianity, with which the ruling elite has conveniently used to divide us, while they misappropriate our common wealth!

Thank you Mallam for your brilliance. May God strengthens you. Its a learning point for either they like it or not. Today our challenges re many as a country are real. If this wasteful govt refuse to listen his successor will. At a time ppl will judge you based on what you build and those you destroyed.

Nigeria’s challenges are gr8t. The goal is clear. The time is now, to contribute our quota positively for the overal interest of our Nigeria. I have a uptimum respect for you when you were FCT Minister, if it wasn’t bcos of ur vision then, Abuja wouldn’t had been spacious like the way it is for now, Abuja was becoming very clumsy and crowdy city but with the insight Allah gave to u and the fearness of nobody except ur creator, u managed to tiding every hooks and cranies to the extent that they sent you and Ribadu on exile just bcos u were fighting for the good course which is very strange in our community.
Olorun atun ma kun yin lo wo Malam insha-Allah, fear nobody except Allah and he will continue be your guidance
