Full Access to 2012 Budget Proposal

2012 January 10
by Nasir El-Rufai

This week it was discovered that the Ministry of Finance and Budget Office had pulled the 2012 Budget Proposal from the internet, thereby restricting public access to these documents.  In the interest of public accountability, we have created a full archive of these documents under our Primary Resources section.  Please feel free to read through the library of these documents and help us track down waste and inflation.

THE MOST OBSCURE EVENT IN NIGERIA:
NLC/TUC (Workers) strike declares as illegal by: Federal Government; While Federal Government (Executive Arm) itself implemented fuel subsidy removal policy without the assent of the Legislative Arm of Government, In the same vein; without provision for the basic and adequate paliative measures first in place, like:
    1. Refineries
    2. Constant Electricity Power Supply
    3. Medicare Services
    4. Water
    5. Education
    6. Roads/Railway
    7. Transport scheme
    8. Industries
    9. Empoyment and proper sensitisation programme to the public (Citizens) which is 100% undemocratic and illegal; this policy implementation act by Federal Government is autocratic. The above listed projects will be reality if only all the politicians will accept to reduce their spendings starting from the President down to Councillors as follows: Salaries; Allowances; Unnecessary Trips and Unnecessary Seminars and other Unaccountable funds of Nigerians that they have been squandering all over the years; not on fuel subsidy alone). Note: Making Laws and Policies is the sole responsibility of the Legislative Arm of Government not the Executive Arm of Government; and again, It is the sole responsibility of the House of Reps and the Senate (Legislators) to deliberate and scrutinise any new policy that is being presented to the house before approval for implementation; The Legislators are also ought to check (Supervise) what is going-on in and out side the Executive of Arm of Government. Nigeria is currently operating from 2011 budget which will expire by: March 2012 according to the Reps members; and they are not even aware of the fuel subsidy removal (Surprise) by the FG, It baffle me were the PMS subsidy is removed from. Fellow Nigerians, Think twice! And you will understand what is really going-on within the Executive Arm.

Nasir, I don’t know when you suddenly became an advocate of rule of law and transparency, the same you that was bulldozing FCT like an emperor, even against court injunction.
The problem with you politicians is that when ever you are left out of any dispensation, you become very antagonistic, and try playing on the gallery to win cheap political points. If not that Nigeria is full of corrupt people, ur likes should be languishing in jail now. You still have case in both BPE and FCT to answer. Allow those who have not stained there hands in corruption to advocate for the masses.

Omonaija needs to have his head re-examined. When Mallam was FCT minister, you were one of those who hated nigeria and acted against the state with you run down squatters home that was defacing the whole city. After Mallam left Abuja has experienced the worst kind of slumming, yet you have guts to speak against him. You need help in deed.

Well, i see no big deal in the withdrawal of the budget from the net…i think since there has been a reintroduction of subsidy partly, which was completly not in the initial budge, that makes it null and void, hence the need for adjustment and change to reflect the subsidy and perhaps the 25 per cent cut down in overhead proposed by govt.
so there is really no fuss for all these since the document will still be put back for public view.

Thanks for the info, whoever curses you doesn’t know d kind of leaders they want or need, when you were Fct minister, we had one decent city in Nigeria which we can boast of, now abuja is just a shadow of itself, beggars flood d streets like they’ve just been released from assylum, d squalid satelite towns are just springing up everywhere, when i drive around d city, i feel so sad and always wished you are still d minister! God will answer our prayers and give us Credible Leaders that will change the history of this nation for good.

El – Rufai, you are indeed a typical Nigeria Politician who wish to be every Govt and once is not possible , you become an antagonistic activist . Iam sure you lost out of position with this present Govt . Show us the yearly budget of Govt when you were a Minister; remember the number of Court injunction you disobeyed as a Minister . OBJ’s regime had several ills and wastages, how many did you bring to our notice . You are a friend of the masses . Go and check your list of land allocation 3 months before your administration ended . It is indeed true that you have a multiple personality disorder. It is very possible that the President is not really in charge or Maybe he is too busy, to read and ask pertinent schoolboy questions of the preparers of his budget , which will be a component of his legacy, Okay, so Mrs Iweala, also did not see this budget as prepared and did not “advise” on the need to “TRIM THE FAT”on this very important document.
I am ashamed that at this time and age the leadership and the National assembly is using political office as a means of acqiusition of wealth as opposed to bettering the lives of Nigerians.

    What another brilliant piece!

Thank you for helping with the websites. I am studying the budget proposals carefully.

It is a shame that Mr president appended his signature on this document. Let’s all mobilise to ensure that the National Assembly do a thorough clinical analysis of the entire propositions with the bogus figures.

It is indeed a disaster to have the whole country messed up. Everything is doubled the normal price, all in the name of sharing in the national claim.

A revolution is coming soon!!! This will indeed sanitise the whole Nation, and only the newly birth Nigeria will be alive to witness the very new Nigeria.

    Hello Nasir,
Just keep up the good work.
Among the elite, a lot of us are ignorant!!!
Just prepared for the position of the President by 2015 because you are the only threat that PDP has.
With God and our collective strategy, Aso Roack here we come in 2015.
Please note that our major problem in Nigeria is CORRUPTION.
Public office should be servant driven and let cut all the emoluments attached for public officers.
Only we that we are doing well as a professional would get there to serve our people.Let president’s salary & allowance be pegged at 30Million per annum and it comes down accross board.
    It is well with Nigeria

We are now in a global village. What used to irk some of us is the fact that people in government take us for granted or stupid. So they tell us all sort of nonsense which they know we know. Because then the political space was not open we had no way of getting them accountable. Not any more. We will thru all government programs with a tooth comb and ask questions on any item we don’t understand. Keep it up.

I may not fully be in agreement with El-Rufai’s past at the BPE. But no one can deny that we need someone to do the job he is now doing! The Universities, NGOs, Civil Society generally and especially our representatives at the National Assembly have failed to ‘protect’ us. If Nasir El-Rufai takes it upon himself to shout against this great injustice, the least we can do is to support him-his past notwithstanding. After all the ‘enemy’ of your ‘enemy’ is is your friend-sometimes. Kudos to you Nasir! Keep Up The Good Work!
